Security Update - Discussion with KPD





In view of the recent incident that resident's dogs were poisoned, several residents and zone leaders have held a discussion session today (29 Sept 2009) with KPD management En Suib and En Amir to provide feedback and to set clear expectation on security checks to be implemented and strictly enforced.

The proposed checks and measures below on entry control, are necessary and form the basic building blocks to maintain the standard of security for the safety of the neighbourhood. 

Residents are reminded to collect their PV stickers urgently from Michael Tiong if not yet done so.

The following points were discussed with KPD Management for implementation. All residents to provide your comments, suggestions and feedback please.


Information to be formally issued to KPD

  1. All PV residents shall have a sticker on each of their auto vehicles for access (KPD Security Guard to be familiar with VALID sticker)

  2. KPD Security Guard must positively verify the sticker before lifting the barrier arm to permit vehicle entry

  3. Expectation is that the vehicle, even with sticker, shall stop briefly in front of barrier for the security to have a proper look at the sticker 

  4. All vehicles without valid stickers (taxis, cars, motorbikes, bicycles, etc all included) security guards shall do the following: 

    • RECORD car plate number, time in

    • Ascertain whether resident or visitor

    • If Resident, RECORD house number, remind them to obtain sticker from the PV Committee

    • If Visitor, ASK and RECORD house number to be visited

    • PV Committee to review record of vehicles entering PV on a regular basis

    1. Hours from 12 pm to 5 am shall be given tight security, additional security measures shall be implemented:

      • Block exit barrier, so that all vehicles will pass through entry side and controlled by guard 

      • SPEAK to all drivers leaving PV area (to prevent car theft!) 

      • Inspection of car boot (on spot basis) prior to leaving PV area

      • Refuse entry for suspicious visitors that cannot provide a valid name of person and house to visit 

      • Ask for name and telephone of person to be visited for security guard to verify / accompany to the house if necessary 

      • When identify suspicious character, obtain: driver name and IC particulars 

      • Patrol to ensure no abnormal behaviour/situation i.e. vehicle must remain at house to be visited not roaming around elsewhere

      1. There will be no exception. KPD Security Guard is fully expected to implement strictly as per points 2, 3, 4 and 5 above. If needed, guard will hand out clarification statement prepared by PV Committee to explain the need for the checks and measures required in order to maintain the security standard for the safety of the neighbourhood.

      2. KPD shall submit photos and names and IC particulars of all security guards employed for PV area. KPD shall not change security guards without informing PV Committee. All new security guards must be approved by PV Committee

      3. KPD shall call the police immediately when seeing security breach. [It was also discussed that another arrangement will be put in place via the Miri City Residental Council set-up with the police - to be followed up separately.]

      4. KPD Security Guard shall keep the lights on at the guard house at night. 

      5. More regular patrol of area by KPD Security Guards. 



       Other security matters briefly discussed to be followed up separately: 

      • There are still squatters in the PV area. Need to contact house owner / developer of house concerned to ask to remove squatters 
      • Payment - tracking and status, considering shift to yearly payment for 2010 to simplify administration efforts
      • Telephone line at guard house to be installed 

      • Bit box (or more effectively - a time stamping device) at back of PV area to confirm patrol by security guard






        Meeting with YB Datuk Lee and Telekom Malaysia

        30 September 2009, 9 am at TM office in town. Did not know much about this meeting until Michael called up at half past eight. A few others from PV were there: Councilor Mei Yin, Larrie, Frederick, Michael and Allex (Lot 110).

        It was a meeting for TM to provide an status update of telephone infrastructure for the Permyjaya area including Prima Villa to YB Datuk Lee.

        Who else were there: En Razali (NAIM), Roslawati (Assistant GM, TM) and several other managers from TM Miri and Kuching, and other representatives for Permyjaya residential/industrial areas.

        As far as Prima Villa area is concerned, there is not a lot of new information apart from those that I have written in previous post.  Some details:
        - at present there are about 30 poles erected in the PV area
        - to observe the "no overheads" concept, TM is adopting minimum number of poles to serve the area
        - the placement of poles are also dictated by underground ducts and manholes as built by NAIM
        - to maintain service quality TM will not typically permit distance between house and pole of more then 100 meter; in which case TM will consider adding additional pole to enable connection to the house. This last point is important for those houses that are very far from the pole. Be sure to discuss properly with TM and the cabling contractor

        Mr Tahamat (Manager, Consumer Sales) which was mentioned in previous post was also there. On the side, we spoke and he indicated the possibility of setting up a TM booth for residents if there is a need and a suitable date (I'd like to hear feedback from residents please!) I floated the idea of house call by TM staff which he said he will look into. For those that wish to get connected urgently, you might want to get in touch with Mr Tahamat directly if you have specific queries.

        Overall, from the two recent meetings, I find the TM technical staff that we met to be very helpful and knowledgeable. Keep in mind though that there may be some information gap between the TM service/sales desk and the technical people. Do make sure that you speak to the right persons to avoid disappointment and confusion.         Fixed Line Telephone - Update Sept 2009

        It's been nine months since my last post! I believe I have a fair bit of backlog to clear but first some good news for all.

        Fixed line telephone connection (and that also means Streamyx broadband) has arrived in Prima Villa!

        Many would have noticed the installation of the telecom poles a few months ago. A couple of earlier birds have in fact become the first few houses that are now successfully connected to Telekom Malaysia fixed line network. However, apparently there has been some confusion at the local TM shop, several other residents' application were met with disappointment.

        To clear up the matter, several residents met up today (29 Sept 2009) with a number of key personnel (Jafer, Kho and Abdullah) from Telecom Malaysia. Here is the story and some handy information on getting connected.

        Prima Villa's fixed line network will cater for underground cabling, keeping in line with the original design concept of the PV neighbourhood landscape. TM confirmed that the telecom poles are now all ready for use. The resident is to make the underground connection from the house to the nearest telecom pole ie from point A to point C as shown in the diagram below.
        Note that some houses may not have existing underground provision from point A to point B, which may therefore require additional works to be done. To get connected, TM advises the following:

        Step 1: To make a survey of connecting from house (point A) to nearest pole (point C), contact telecom contractor JKH (Mr Bong) at 019 8847020. It also makes sense that nearby neighbours group together given that underground cabling/trunking works can potentially be shared. Based on survey, resident will be given estimated cost by contractor.

        Step 2: Once ready to proceed, go to Telecom Malaysia to make formal application and for installation works to commence. Contact person at Telecom Malaysia if you encounter difficulty: Mr Tahamat 0138378787 / 085 418558.
